Statement of work

A statement of work (SOW) is a document that formalizes the working relationship among a project's stakeholders — its purpose, scope, deliverables, cost and schedule estimates, success measures, and chain of command.

Where a scope statement draws the boundary around what the project covers, a statement of work is closer to the operating agreement for how the work will actually run: who the stakeholders are, what will be delivered, roughly what it will cost and when, how success will be measured, and who has authority to make which decisions. A statement of work is often confused with a scope statement, since both bound what a project will and won't do — the practical difference is that a SOW additionally commits to deliverables, a rough schedule, and a chain of command, making it the document consultants and clients typically sign, while a scope statement is usually an internal planning artifact.
